This position is located in the Department of the Interior (DOI), Interior Business Center (IBC), Financial Management Directorate, Indirect Cost Services (ICS) Office, Sacramento, California. The incumbent of this position serves as an Auditor and performs indirect cost rate negotiations for external customers. This position is developmental in nature.

- Performs analysis of the Indirect Cost Proposals (ICP), including financial statements or budget documents, submitted by customers for review and negotiates indirect cost rate(s).
- Evaluates ICP to ensure reasonableness of costs and compliance with OMB regulations.
- Cross references review results to data provided in each proposal and other supporting documentation.
- Gathers additional necessary information to complete reviews via mail, telephone, e-mail, and fax communications from external customers.
- With guidance from a senior staff member, completes initial indirect cost rate negotiations with the customer.

In no event, however, may your eligibility period extend beyond 6 years from the date on which you completed the requirements of an academic course of study.GS-0511 Basic Requirement:
Applicants must meet the basic requirement in addition to other qualifications. To meet the basic requirement, you must possess one of the following:A. Have a BA/BS degree in accounting; ORB. Have a BA/BS degree in a related field such as business administration, finance or public administration that included or was supplemented by 24 semester hours in accounting (the 24 hours may include up to 6 hours of credit in business law); ORC. Have at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting or auditing courses of appropriate type and quality (this can include up to 6 hours of business law); ORD. Have at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND a certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; ORE. Have at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND completion of the requirements for a degree that included substantial course work in accounting or auditing but does not total 24 semester hours, AND I have successfully worked at the full-performance level in accounting, auditing or related fields. (Note: If you select this option, a panel of at least two higher level professional accountants or auditors will evaluate your application to determine whether you have demonstrated a good knowledge of accounting and related and underlying fields that equals in breadth, depth, currency and level of advancement that which is normally associated with successful completion of the 4-year course of study that includes completion of 24 semester hours of accounting [6 semester hours of which may include business law]. Additionally, your application will be reviewed to determine whether your education, training and experience fully meet the specified education requirement, except for literal nonconformance to the requirements of 24 semester hours in accounting.)
For the GS-07 you must posses one of the following:
A. Have one year of specialized experience equivalent to at least the GS-05 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to inputting financial information into database systems; utilizing basic knowledge of auditing and/or accounting principles and procedures; working as part of an auditing and/or accounting team; and accomplishing basic auditing and/or accounting data collection; OR
B. Have one year of graduate-level education that provided the knowledge, skills, and abilities necessary to do the work. Graduate-level education should be in fields such as accounting or auditing. (Note: Applicants who select this response must provide transcripts as verification of their education); OR
C. Have a combination of experience and education as defined above which equals 100%. For example, I have 6 months of experience and one full semester of graduate-level education. (Note: Applicants who select this response must provide transcripts as verification of their education); OR
D. Have superior academic achievement (SAA) in a curriculum that is qualifying for this position, such as accounting or auditing. SAA can be met three ways: 1) Class standing — Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses or 2) Grade-point average (G.P.A.)— Applicants must have a grade-point average of: a) 3.0 or higher out of a possible 4.0 (“B” or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or b) 3.5 or higher out of a possible 4.0 (“B+” or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.

Stipulations of Employment:For Recent Grads: Appointment under the Recent Graduates Program may not exceed two years.
