    • Performs selected tasks and phases of studies and projects that require application of basic theory and principles in the area of electrical engineering. Participates with senior personnel in conducting non-routine projects.
    • Provides assistance to senior personnel in planning, monitoring, and conducting special studies, projects, and initiatives.
    • Uses computer/computer software such as information management programs, computer aided design and drafting (CADD) programs, and project tracking programs to assist senior personnel in solving engineering problems and facilitate the work.

    • Have a good academic standing (no less than 2.95 cumulative GPA on a 4.0 grading scale)

    Qualifications

    Any individual who meets the following may apply for the DHA Post-Secondary Student Program:

    (1) Currently enrolled, and in good academic standing in a full-time program, at a public or other non-profit institution of higher education.
    (2) Making satisfactory progress toward receipt of a baccalaureate or graduate degree.
    (3) Completed at least one year of the program.

    Applicants must meet requirements by the closing date of this announcement.

    PLEASE NOTE: This is not a developmental opportunity, this position may be filled at the GS-04, GS-05, or GS-07 grade level depending on applicant qualifications and organizational requirements. The individual selected for this position may be considered for promotion to a higher grade without further competition upon meeting all legal and regulatory/ program requirements.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive
    credit for all qualifying experience, including volunteer experience.

    Engineering and Architecture Student Trainee Series, 0899: Seeking a professional engineering degree. The curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    • Knowledge of basic theories, concepts, principles, and methodology of Electrical Engineering.
    • Skill in applying basic occupational theory, principles, concepts and practices sufficient to perform student trainee assignments.
    • Ability to follow instructions and guidance to complete assigned tasks and communicate information to others in oral or written format.
    • Ability to analyze problems, identify significant factors, gather and interpret pertinent data and apply established rules and procedures in order to recommend effective solutions.
    • Ability to learn and apply basic investigative techniques to accomplish work in the subject-matter field.
    • Ability to gather and analyze basic facts, information and data and draw conclusions.

    Education

    IF USING EDUCATION TO QUALIFY: You MUST provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

    To qualify for a GS-04: Completion of 2 academic years of post high school study or an associate’s degree in a related field of study.

    To qualify for a GS-05: Completion of 4 academic years of post-high school study leading to a bachelor’s degree or completion of 4 academic years of pre-professional study.

    To qualify for a GS-07: Completion of 1 academic year of graduate level education, bachelors degree with Superior academic Achievement as provided in the “General Policies and Instructions” for Qualifications Standards Operating Manual (see link below), or 5 academic years of pre-professional study.

    FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.

Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment.
