Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Civil Engineer (Corrosion). You can make a difference in the West by helping Reclamation build and maintain critical water resources infrastructure such as dams, powerplants, pipelines, and canals. This position offers an exciting variety of duties including design, laboratory, and field work.

– Provides technical advice on civil engineering materials and corrosion engineering to regional, area and field offices as well as design, construction, and operation and maintenance personnel relative to corrosion inspection, analysis, and mitigation for heavy civil engineering structures such as concrete dams, power plants, pumping plants, canals, pipelines, and other buildings and hydraulic structures, including complex or unusual systems submitted by construction contractors or Reclamation offices.
– Prepares and edits specification paragraphs, reviews construction submittals and other documents submitted for accuracy relative to Reclamation and other relevant specifications.
– Plans, conducts, and coordinates scientific investigations, both research and routine testing. Prepares final reports to Reclamation customers as well as papers for publication in national journals and peer reviewed journals.

ELIGIBILITY: Applicants must be Recent Graduates who have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. Veterans (as defined in 5 USC 2108) who, due to military service obligation, were precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period described above have a full 2-year period of eligibility upon their release or discharge from active duty; however, this eligibility period cannot extend beyond 6 years from the date of completion of the requirements of an academic course of study.
PROMOTION: If the position is filled at the GS-07 or GS-09 level, subsequent promotion to the next higher grade level is permissible without further competition. Promotion is not guaranteed or promised but dependent upon administrative approval and the agency’s continuing need for an actual assignment and performance at the higher level duties.
CONVERSION: After successful completion of all program requirements, the Recent Graduate MAY be converted to a permanent or term position in the competitive service, but conversion is neither guaranteed or promised.
To be eligible for conversion, Recent Graduates must successfully complete at least 1-year of continuous service in addition to all requirements of the Program; demonstrate successful job performance; meet the Office of Personnel Management’s qualifications for the position to which the Recent Graduate may be converted; and be recommended for conversion by their supervisor.
MINIMUM QUALIFICATION REQUIREMENTS: Applications must first meet the Basic Education Qualification Requirements listed below:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
B. Combination of education and experience — college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure — Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board’s eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test — Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses — Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum — Successful completion of a curriculum leading to a bachelor’s degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)
ADDITIONAL REQUIREMENT: In addition to meeting the Basic Education Qualification Requirements, applicants must have additional specialized experience as defined below:
DEFINITION OF SPECIALIZED EXPERIENCE: To meet specialized experience, your resume must describe experience that demonstrates the particular knowledge, skills, and abilities as follows:
GS-07: One year of specialized experience equivalent in difficulty and complexity to at least the GS-05 level in the Federal Government. Specialized experience includes some experience in a field related to corrosion engineering such as materials science and engineering, metallurgical, mechanical, chemical or electrical engineering performing field testing, installation, construction, troubleshooting corrosion mitigation systems, research or laboratory experiments related to engineering materials or corrosion engineering, engineering design work related to engineering materials or corrosion engineering, internship or co-op in the field of corrosion engineering or engineering materials.
GS-09: One year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in the Federal Government. Specialized experience includes experience in a field related to corrosion engineering such as materials science and engineering, metallurgical, mechanical, chemical or electrical engineering performing field testing, installation, construction, troubleshooting corrosion mitigation systems, research or laboratory experiments related to engineering materials or corrosion engineering, engineering design work related to engineering materials or corrosion engineering, internship or co-op in the field of corrosion engineering or engineering materials.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may also qualify on the basis of education as follows:
GS-07: 1 year of graduate-level education or superior academic achievement.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. 3. Knowledge and skill in developing and presenting formal special studies proposals that incorporate a detailed project plan, resource allocation, execution schedule, and program costs.
