LOCATION: The Department of Health and Human Services (DHHS), Food and Drug Administration (FDA), Office of Regulatory Affairs (ORA), Office of Enforcement and Import Operations (OEIO), International Mail Facilities (IMFs) is recruiting this position in one of the offices (please see list of locations). You may choose up to 2 locations you are interested in.
WORK SCHEDULE: Full-time. Shift work may be required; this may include working night and rotating shifts as well as overtime.

The Recent Graduate Program is a new program that provides employment opportunities for recent graduates and individuals who obtained certificates from qualified educational institutions or programs. The program enables individuals to explore Federal civil service employment at the beginning of their careers; and engages them at the onset of their work lives, before their career path are fully established. The program duration is one year. Upon successful completion of the program and at the agency’s discretion, the appointee may be converted to a term or permanent position in the competitive service.
At the GS-05 ( Trainee), major duties include:
The employee, in a trainee capacity, accompanies experienced investigators with gradually lessening supervision in the inspection of plants, employing a variety of manufacturing process and utilizing typical equipment.
Inspects for sanitation and other purposes in situations where the applicable laws are clear and well defined by precedent interpretation.
Collects samples of food, drugs, cosmetics and/or hazardous substances.
Examines company records to document evidence of interstate origin.
Prepares written reports showing results of inspections and investigations.
Performs special investigations under instructions (e.g., tracking reports of contamination and collecting appropriate of samples of laboratory examination).
At the GS-07 ( Trainee), major duties include:
The employee, in an advance trainee capacity, independently carries out the more common and ordinary inspectional assignments.
Collects samples and conduct field analyses involving weighing and measuring physical samples.
Accompanies senior Consumer Safety Officers in the conduct of more complex inspections and investigations.
Independently investigates routine consumer complaints.
Writes clear and concise reports showing results of the inspections/investigations and submits to higher-graded investigators or supervisor for review and evaluation.
May testify in court regarding conditions of the manufactures and circumstances surrounding samples incumbent has collected.
Additional selections may be made within the same geographical area in Food and Drug Administration.

QualificationsApplicants must meet all the eligibility and qualification requirements by 10/16/2018
Applicants must meet the following eligibility requirements to participate in this Recent Grads Program:
A. Completed all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate with at least 2.8 GPA from a qualifying educational institution within the previous two years, or by10/16/2018 ; OR
B. Released or discharged from active duty within the previous two years or by 10/16/2018, where as a veteran who, due to a military service obligation, was precluded from applying for a recent graduate position during any portion of the two-year eligibility period following completion of degree or certificate requirements, provide that not more than six years have transpired since completing the requirements of the degree or certificate.
NOTE: You must submit transcripts or official documentation, to verify Recent Graduates Program eligibility.
In addition to the eligibility requirements for the Pathways Recent Graduate Program, you must also meet the following in order to qualify for the Consumer Safety Officer, GS-696-5 and GS-7 positions:
EDUCATION STATEMENT – Individual Occupational Requirement: This position has an education requirement. You must submit a copy of your transcripts (or a list of your courses including titles, credit hours completed and grades) to document that you have met the education requirement. Unofficial transcripts will be accepted in the application package; however, official transcripts will be required prior to beginning employment. Most colleges and universities offer unofficial transcripts online – please check your school website to obtain a copy quickly.
EDUCATIONAL REQUIREMENT: Applicants must have successfully completed one of the following (A or B):
A. Bachelor’s or graduate/higher level degree in quality assurance or a related degree that included at least 30 semester hours in one or a combination of the following: consumer laws, biological sciences, food science, chemistry, pharmacy, physical sciences, food technology, nutrition, medical science, engineering, epidemiology, veterinary medical science, legal investigations, law enforcement, or related scientific fields that provided knowledge directly related to consumer safety officer work. The 30 semester hours may include up to 8 semester hours in statistics, or course work that included the principles, theory, or practical application of computers or computer programming; -OR-
B. Combination of education and experience–courses consisting of at least 30 semester hours in the fields of study described in paragraph A above, plus appropriate experience or additional education.
GS-5 Additional Requirements: Applicants who meet the basic requirements described above (Basic Requirements) are fully qualified for the the GS-05 grade level.
GS-07 Additional Requirements:
A. Applicants must have one year of experience, equivalent to at least the GS-05 level in the Federal service which includes conducting analyses of scientific data; reviewing and evaluating scientific data; preparing reports on scientific/technical findings; -OR-
B. One year of graduate level education in related to the position being filled from an accredited college and/or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that number cannot be obtained from the school, 18 semester hours will satisfy an academic year of graduate study; -OR-
C. A bachelor’s degree as described in the Basic Qualification Requirements above and meet Superior Academic Achievement (S.A.A.) criteria. S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. Class standing — Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, based on completed courses. Grade-point average (G.P.A.) — Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 (“B” or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 (“B+” or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9. Election to membership in a national scholastic honor society — Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed below. These honor societies are listed by the Association of College Honor Societies; -OR-
D. Have a combination of experience as described in “A” above and education as described in “B” above. When combining education with experience, first determine the applicant’s total qualifying education as a percentage of the education required for the grade level; then determine the applicant’s experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. The Pathways Recent Graduates may be non-competitively converted to a term, career-conditional, or career appointment following successful completion of at least one year of continuous service, demonstrated successful job performance, and after meeting all other qualification requirements in accordance with 5 CFR 362.305. To be eligible for conversion to a permanent or term position, Recent Graduates must:
- Successfully completed at least 1-year of continuous service in addition to all requirements of the Program.
